Primary Responsibility:
A. Manages apartment community to achieve maximum pre-determined marketing results. Implements the company leasing, accounting, maintenance, resident relations and management reports policies.
B. Hires, trains, supervise and motivate on-site personnel. Directly supervises the On-Site Assistant Property Manager, Leasing Consultants, Service Supervisor, Service Technician and Groundskeeper/Porters.
C. Has authority and responsibility to perform the functions and tasks described in this Job Description.
Specific Duties and Responsibilities:
A. Meet Cash Flow Objectives (Maximize Revenue)
1. Collection of Budgeted Income
a. Maximize market rents and gross possible.
b. Minimize vacancy, delinquency, concessions, bad debts, and
any other rent losses.
c. Maximize other income.
d. Meet or exceed budgetary guidelines.
2. Control Expenditures
a. Plan, schedule and control expenditures in order to obtain
products and services at minimum cost while maintaining quality
standards.
b. view and approve purchase orders and invoices in accordance with the property’s budget.
c. Schedule and approve vendor services.
d. Meet or exceed budgetary guidelines.
B. Manage Associates
1. Recruit, train, and develop associates for own area and others.
2. Motivate by giving consistent constructive feedback.
3. Conduct staff meetings weekly.
4. Conduct timely Performance Evaluations in accordance with Company policies and procedures.
5. Hire on-site staff, according to Company guidelines and policies.
6. Administer disciplinary action and/or terminations according to Company guidelines and policies with Regional Manager’s approval.
7. Provide motivation to staff through award nominations, consistent and positive or constructive feedback, management by example, and by recommending discretionary performance bonuses.
C. Provide Resident Services if applicable
1. Schedule maintenance service in response to resident requests with the appropriate follow-through.
2. Respond to resident complaints in a timely and professional manner.
3. Ensure that resident social activities are scheduled.
4. Provide resident communications including the monthly resident newsletter as appropriate.
5. Follow up with all residents 90 to 120 days prior to lease expiration.
6. Minimize resident turnover.
D. Administrative Services
1. Ensure that on-site staff is following Company policies and procedures.
2. Ensure timely and accurate completion of forms, reports and financial data.
3. Perform budgetary planning and preparation.
4. Supervise accounts payable and receivable.
5. Approve payroll and commissions when applicable and submit in a timely manner.
6. Review the internal audit to ensure the property will achieve a minimum score of 70%.
7. Maintain the property at a level to achieve an excellent score on the Property Evaluation.
8. If applicable, maintain property records in compliance with government regulatory agency requirements.
9. Have complete understanding of the on-site computer system.
10. Approve rental applications; lease agreements and resident files according to Company policies.
11. Actively pursue renewals and implement the renewal program.
12. Enforce the uniform policy if applicable.
13. Act as petty cash custodian; dispense cash for validated receipts and voucher reimbursement preparation.
F. Direct Community Maintenance and Improvement
1. Maintain Company standards on landscaping and curb-appeal.
2. Ensure that zone inspections and routine maintenance are completed.
3. Ensure preventative maintenance is completed.
4. Plan and schedule with the Service Supervisor any approved major property and capital improvements in accordance with the Capital Improvement and Property Improvement Policy.
5. Submit recommendations for extraordinary expenditures.
6. Maintain current approved vendor files.
7. Follow the correct procedures to add new vendors to the approved vendor’s list.
8. Ensure the Safety Evaluation is completed and all life safety issues are addressed in a timely manner.
9. Inspect apartments to ensure readiness in adherence to IMS Management Services.
